Information on Activities of the DID Vietnam Project Office in August

Rural-Urban Interconnectivity to Help Fight Poverty Project.

Highlights of the Interconnectivity Project in July were the two training courses  on fund transfer transactions which were held by CCF-PIU in late June and early July 2010. The contents of training includes:

·  Introduction of electronic fund transfer system - FT.
·         Fund transfer business process for CCF branches and for PCFs
·         Introduction and guidelines on fund transfer service fees
·         Operational procedures and installation of security system
·         Fund transfer program operation process
·         Instructions on system installation and administration at CCF branches and at PCFs
·         End-course Exam.


Mr. Jacques Pelletier, technical Advisor of DID, attended the two training courses on fund transfer transaction system. The information of the two training courses have been provided in the previous bulletin. At the end of the training courses, CCF conducted the end-course exam and get comments from the participants on training courses, on system software, etc. The result of the exam in the North is that there are 69/85 attendees got very good marks. 16/85 attendees got fair and everage marks. After the training course for the North was concluded, CCF PIU conducted a review meeting in order to evaluate the training in order to prepare better for the South. The exam result in the South shows 64/68 attendees got very good marks, only 4/68 attendees got fair marks, no one got average marks.

After the training on fund transfer transaction, the FT software development company, CCF-partner, rapidly updated/adjusted the software according to the comments/recommendations from the training attendees. In mid July 2010, CCF started set up the VPN network and FT system to all CCF branches. Beginning August 2010, all CCF Branches started migrating data from old system to the new one. It is expected that by 8 August 2010, CCF would accomplished its migration tasks and pilot test and will officially launch the first FT transaction.

Regarding the 08 pilot PCFs, it is planned that a workshop to be held on August 4- 5, 2010 in Hanoi for the 8 pilot PCFs in order to share experiences among the 08 pilot PCFs regarding how to open demand deposit account for individual/organization who have the need to do FT transactions at those PCFs. This Workshop is a good opportunity for the accountants of the 08 PCFs to discuss and get consensus on FT transaction accounting and book keeping which would be piloted in those PCFs under the framework of the Interconnectivity Project, at the same time, the requirements on statistic reports serving for the project would also be presented.

After the Workshop, the 08 pilot PCFs will get consensus on the business relating to fund transfer, on how to make the statisitics reports according to the requirement of the donor, Bill& Melinda Gates Foundation.

It is expected that by August 9, 2010, the CCF-PIU will set up a working teams go to the pilot PCFs in order to install the software system and guide the PCFs staff to operate the system. It is expected that CCF and the PCFs will have 02 weeks to do pilot test according to the scenarios of the CCF, during this period, all problems/errors occurred will be solved by together. By August 23, 2010, the first transaction will be officially launched.

Regarding the Interconnectivity transaction system, CCF has started receiving the training on the IC and switching system from Opus since July 2010 to beginning August 2010. After that CCF will organize training on IC (Card) products to their own staff by the end of August 2010. Then CCF will organize the training for the staff of the 08 pilot PCFs in this autumn.

On August 5, 2010, CCF will celebrate its 15th Year Anniversary. In this ceremony, CCF will inaugurate the 2 new products: fund transfer and Interconnectivity (card), those products will contribute important role to the linkage and integration of the PCF network in Vietnam.

In July 2010, Mr. Martin Gingras, a technical advisor of DID Canada has arrived in Vietnam for a short mission. His mission will end tentatively by the last week of August 2010.

Project “Support to VAPCF”
       
Under the instruction of the SBV’s approval of the project “Support to Vietnam Association of People Credit Funds”, on July 19th 2010, the chairman of VAPCF has signed on the decision no 41/QĐ-HHQTD on The establishment of the project management unit for the “Support to Vietnam Association of People Credit Funds”, funding by Developpement International Desjardins (DID). The project unit includes the representative of the related parties who has the responsibility to implement the project according to the document  and must comply with the current legislation and prepare process’s reporting on the project as required by the SBV.

As we have mentioned on the article “Interconnectivity Project”, Mr. Martin Gingras, senior DID’ expert has come to Vietnam from July 26th  2010 to tentatively August 30th   2010 to support   work in progress of the Interconnectivity project and Support to VAPCF project. During his mission in Vietnam, Mr. Martin Gingras will work with the VAPCF IT Co on the working progress of the business plan of the Co. In general, after the first meeting with the VAPCF IT Co on July 27th 2010, Mr. Martin has demonstrated his happiness and appreciation on the positive  result, and believed that with the effort of the VAPCF IT Co. and the effective support from DID’s project, the VAPCF IT Co. will soon reach the expected achievement.
