Information on Activities of the DID Vietnam Project Office.

"Rural-Urban Interconnectivity to Help Fight Poverty " Project

On May 14th, 2009, a working meeting was organized by the State Bank of Vietnam to discuss on the Interconnectivity Project.  The meeting was chaired by Deputy Governor Tran Minh Tuan. To attend the meeting were Ms. Pham Thi Hai, Deputy Director of Cooperative Credit Institutions Dept., Mr. Do Manh Hung, General Director of CCF and  Mr. Tran Quang Khanh, Chairman of VAPCF and other representatives of the relevant Departments of the SBV. At the meeting, the CCF was assigned to be the coordinator to implement this project.

On May 28, 2009, Ms. France Hamel from DID- Vietnam had a working meeting with the representatives of CCI, IT dept. and Payment dept. of the State Bank of Vietnam, VAPCF and CCF. All the parties discussed about the feasibility, way to implement this project and the operational and technical parts of the project. This meeting aims to get contribution opinions of the relevant units to implement the project safely and accurately.

On June 10th, 2009, Ms. Hamel had a working meeting with Deputy Governor Tran Minh Tuan, Ms. Pham Thi Hai, Deputy Director of Cooperative and Mr. Do Manh Hung, General Director of CCF. At the meeting, the Deputy Governor instructed the CCF to collaborate with the DID Office to conduct a review on the feasibility and efficiency of the project in order to report to the Deputy Governor.

On June 17th  and 24th,  2009, Ms. Hamel had a meeting with Mr. Do Manh Hung (General Director of CCF) in order to discuss on the setting up of a consultants working team for reviewing studies already done by DID in 2008. This team will give comment on the feasibility and efficiency of the Project, draft relevant mechanism, regulations, operational procedures in order to submit to the Payment Department and Banking IT Department of SBV for validation /appraisal, then to submit to the Deputy Governor for approval.

Support to the VAPCF activities

On  June 3rd, 2009, Ms. Hamel had a meeting with Mr. Mr. Tran Quang Khanh, Chairman of VAPCF, Mr. Dao Quang Thong, General Secretary of VAPCF,  Mr. Pham Xuan Tra Director of IT Cie. and Mr. Truong Viet Thu, Head of the Communication dept. to discuss about start up of a new project called ‘Support to the VAPCF’ with a budget of 450 000$ CND (equivalent to VND 7 000 000 000) coming from CIDA.
After receiving comments and opinions from VAPCF and CCI representatives, the VAPCF will submit the project document to Deputy Governor Tran Minh Tuan for approval.

The purpose of the project is to contribute to improving living conditions in rural Vietnam by favoring access to quality financial services.  The impact sought by the project is to improve the institutional capacity of the PCF to provide efficient and sustainable financial services to the population in rural areas.

The goals of the project are to:
  • Increase the effectiveness of the PCFs’ operations;
  • Increase the skills and the professionalism of the elected leaders and employees of the VACPF and its member institutions;
  • Implement a mechanism to protect the PCFs against insolvency.
    These objectives are expected to be achieved by implementing three components of this project as following:
  • Supporting the VAPCF’s team to deploy the BMS-PCF solution in the targeted PCF;
  • Support for development of the human resource of the PCF network by transfering to the VAPCF a distance training program for the elected leaders and employees of PCFs;
  • Support for the setting up of  the Safety Fund for the PCF network.VAPCF’s Bulletin
    DID-Vietnam has accepted to support financially the new VAPCF Bulletin with a total budget of VND 301 400 000. From that amount  VND 278 400 000 will be used for printing and sending bulletins and VND 23 000 000 will be used for buying equipment serving to the Bulletin.
Other news
DID has also collaborate with the Cooperatives Credit Institutions of State Bank of Vietnam in order to organize two (2) workshops on June 16th, 2009 in Hanoi and June 23rd, 2009 in Ho Chi Minh City regarding the presentation of the Audit Proposal for PCFs. These workshops attracted the attention and opinions and comments the representatives of SBV provincial branches and some typical PCFs.
