Rural Finance Project No. 3 /WB – Allocation Sub-component for Vietnam PCF network

On March 20, 2009, at the Transaction Center No. III - Bank for Investment and Development of Vietnam a meeting took place between the Transaction Center No. III, Vietnam Association of PCF, and Association of the Small and Medium Enterprises (SME).
To attend the meeting, on the Transaction Center No. 3, Mrs. Do Ngoc Nhu - Manager of Financial accounting Department, Mrs. Dao Thi Hai Yen- Deputy Manager of the Department in charge of grant sub-component management Training Team, Mr. Le Hong Vinh – Expert of the Project Management Department and other experts of the relevant departments.
On the VAPCF, there were Mr. Dao Quang Thong – General Secretary cum Deputy General Director of CCF, Mr. Pham Xuan Tra - Deputy Secretary General of the VAPCF cum Director of the VAPCF’s IT development Company, and other experts of VAPCF’s Foreign Relations and Information Department.
On the SME Association, there were Mr. Nguyen Hoang Luu - Vice Chairman and 02 officers of the Association.
The Rural Finance Project No. III (RFIII) was developed based on the successful results and experiences of the RFII project. The Government Prime Minister decided to invest in the RF III Project (according to Credit Agreement No. 4447-VN signed on 14/11/2008) and assigned the SBV as project management agency and the Vietnam Bank for Investment and Development (BIDV) as project owner (wholesales bank). The beneficiaries are VAPCF, PCFs, SME Association and other Vietnamese SMEs.
The Project took effect from 10/02/2009 and implemented following wholesale credit model.
Total WB financing: 200 million USD. For the VAPCF and PCF network the total budget for supporting to build institutional capacity is 10,550,000 USD which focuses on supporting activities such as consultancy and training.
The RF III Project was funded by the World Bank (WB) in order to support the VAPCF and the SME Association to strengthen their institutional capacity and to develop new financial products, to apply new standards on environment during the lending process and to support office equipment to serve for management of the Grant sub-component.
Speaking at the meeting, Mrs. Do Ngoc Nhu – Manager of the Financial Accounting Department required the VAPCF and SME Association to urgently set up the implementation plan and to complete it before 01/05/2009 so the Transaction Center No. III can submit to WB for approval. After having the approval from the WB, the Transaction Center No. III will be assigned to coordinate with the two entities to carry out next steps to implement this plan.
