Information on Activities of the DID Vietnam Project Office in September

Rural-Urban Interconnectivity to Help Fight Poverty Project.

On August 25th, the fund transfer (FT) system of the CCF has been officially launched to replace the former internal electronic transmittance system. The 8 pilot PCFs have been successfully connected with the new system and officially launched the first transaction. For the first three days (August 25th and 27th), all the 8 pilot PCFs have completed 39 outgoing remittance transactions with the total amount of 3.4 billion VND (approximately 176,511 USD) and received 13 incoming remittance transactions with the total amount of 36.2 million VND ( approximately 1,861 USD). Most of these transactions are with commercial banks. The incoming/outgoing transactions are all in the same day so the beneficiary institution received the money on the same day.
DID highly appreciates the efforts of the managers and staffs of CCF and the 8 pilot PCFs during the last three months of receiving training and the FT product, preparing the environment, equipment and human resources, trial operation of the system; creating virtual FTOs between the PCF and CCF. During 9th and 13th of August, there were two groups delegated by the CCF’s PIU came to the pilot PCFs to provide direct installation and on-the-job training of the FT system to the PCF’s staffs.
 
In the framework of the Interconnectivity project, DID organized a two-day seminar on August 4th and 5th 2010 in Hanoi for the staffs of the 8 pilot PCFs to share their experiences, knowledge on operation of FT transaction, open the current accounts for members and customers, prepare statistic reports for DID. The seminar attracted 16 members of 8 pilots PCFs with the participation of the VAPCF representative, the representatives of CCF project implementation unit and DID– Vietnam.  Mr. Martin Gingras gave the opening speech. During the short time, the 8 PCFs have straightly and openly been sharing their operational experiences.
On August 20th, 2010, the CCF organized a workshop on Fund transfer and payment card for CCF’ management in Da Lat. The objectives of this workshop were to emphasize on the importance, roles and benefits of these new products, product implementation plans, project working plans and discussion and recommendations of the CCF and CCF branches’ leaders. This workshop could be considered as the kick-off for the new fund transfer system of the CCF and the preparation for the launching of the IC product (card) in this autumn.
During this time, the DID – FT reporting system has been developed and being tested at the CCF processing center. To receive and test-run the DID –FT, the CCF BOM has delegated the 02 staffs from IT centre of CCF to collaborate with DID to prepare the intermediary zone environment at the CCF processing centre. After completing the installation of DID-FT system, the CCF staff in collaboration with DID have been testing the software and fixing the bugs and improving the software to be more user friendly and easier to use. The centralized DID-FT system installed at the CCF processing centre consists of the following functions:
 
1. Reconciliation of the fund transfer data exported from the processing center with data from the PCF’s core system
2. Genererating the fund transfer reports to serve for reporting requirement of the PCF.
3. Preparing the statistic reports for DID project.
4. Creating and storing the customer information.
We will continue to update the information of the Interconnectivity project in the next bulletin.

“Support to VAPCF project”.
Within the framework of the “Support to VAPCF” Project, DID has advised the VAPCF-IT Company to carry on the survey, information update of the PCF within the PCF network, using an online survey solution “SurveyGizmo”. This software is developed by an American company Widgix, LCC. to support a variety of online data collection methods including using the online solution like: online surveys, online quizzes, questionnaires, web forms. Survey Gizmo is designed for market research, job applications, marketing campaigns, blogs, landing pages, contact forms, sales tracking, and lead generation. SurveryGizmo is designed user-friendly, with high security protection as all data is held in secure data centers with state of the art back-up and account data is password-protected. The purpose of this survey is to help the VAPCF IT Co. to collect information and know about the demand for information technology to prepare the working plan to  support the PCF network the rapidly and effectively. Therefore, the feedback and comments of the PCF for this survey will be the guideline for the VAPCF-IT Co. to fulfill their role and responsibility set forth from the first day of its establishment.  

Also within the project’s framework, DID has supported the VAPCF-IT Co. with the PCs, server, equipments to establish a virtual environment for the purpose of researching, developing, testing the IT application. This will facilitate the company to speed up development process and ensure the quality for the potential products to be offered to the PCFs which will be developed by the VAPCF-IT Co in the future.
