"Rural-Urban Interconnectivity to Help Fight Poverty” Project
Following the instruction of Deputy Governor Mr. Tran Minh Tuan, to review the feasibility and efficiency of the project, CCF had some working meetings with DID IT Expert, Mr. Jacques Pelletier in order to discuss on the plan to review the feasibility studies already done by DID. A local consultant will be hired in order to analyze:
· the feasibility and efficiency of the project,
· draft relevant mechanism, regulations, operational procedures
The report will be submited to the Deputy Governor for approval by the end of this month.
At the same time, considering the fact that the pre-requisite of the project is to have the latest version of the BMS-PCF.net, DID authorized a specific budget for the implementation of this version for the 8 PCFS pilots in the project. VAPCF and DID are actually preparing a specific deployment schedule which will be in August 2009 tentatively.
Besides, DID office has the pleasure to inform you that some representatives of the Gates Foundation will visit Vietnam partners from August 13 to 15, 2009. During this short visit, they will meet representatives of the State Bank of Vietnam, VAPCF, CCF and visit 2 pilot PCFs in Hanoi area.
DID highly appreciates strong efforts of the VAPCF to publish the new 32-page bulletin, to continue our support to the PCF network, and in the framework of the above said Interconnectivity Project, DID-Vietnam agrees to support financially the Bulletin with a total budget of VND 301 400 000. Specifically, the VND 278 400 000 will be used to cover printing expenses and postal charges for sending bulletins (12 issues) to the PCFs, and VND 23 000 000 will be used for buying equipment serving to the Bulletin. VAPCF has a plan to collect subscribers’ fee from member PCFs in order to cover the remaining recurrent expenses of the publication.
“Support to the Vietnam Association of PCF” Project
As mentioned in the first bulletin in June 2009, DID had a new project to support the VAPCF, namely Support to the Vietnam Association of the People’s Credit Fund, with total budget of 450 000$ CND (equivalent to VND 7 000 000 000) coming from CIDA. The main components of the projects are :
To prepare for this project, DID had sent its expert advisors, Mr. Jacques Pelletier and Mr. Claude Marceau, for a working visit to Vietnam from June 29th, 2009 to July 10th, 2009. The purposes of the mission are : (i) to provide consultancy supports to the VAPCF IT department in its overall strategy to deploy the BMS-PCF system; and (ii) to provide consultancy support to VAPCF Training Department in its strategy to distribute a Distant Learning Program to the PCF network.
During the mission, DID advisors and VAPCF staff discussed on the implementation plan to deploy BMS-PCF.net for approximately 250 PCFs and to transfer of PAMEF DLP to the PCF network. Also, DID advisors and VAPCF staff prepared the draft agreements together in order for the VAPCF to prepare the Project Document to submit to the State Bank of Vietnam for approval to receive this Project.

The seminar is tentatively organized in Lithuania on November 2009. The detail calendar will be extended to VAPCF soon.
