Study tour on “Audit Organization and Safety Fund” in Germany and Hungary

Under the cooperation framework between the State Bank of Vietnam (SBV) and German Technical Cooperation (GTZ), a delegation composed of directors from the SBV (Credit Cooperative Department, Banking Supervision and some branches), Vietnam Association of People’s Credit Funds (VAPCF) and Central Credit Fund (CCF) had paid a visit to Germany and Hungary to study and gain experience on establishment of the Audit Organization and Safety Fund for the People’s Credit Funds system from 2 to 12 December 2007.
Within the program in Germany, the delegation had visited and worked with German Cooperative and Raiffeisen Confederation (DGRV), National Association of German Cooperative Banks (BVR), Federation Financial Supervisory Authority (BaFin), Data Processing Center for the Cooperative Banks (FIDUCIA IT AG), Regional Federation of Bavaria (GVB) and Cooperative Central Bank Frankfurt (DZ Bank).
The delegation had been received and welcomed in high esteem at these institutions. They also shared with the delegation a lot of knowledge and experience on organizational structure and operation of their institutions in general and of the protection scheme (safety fund), supervision and internal audit of cooperative banks in particular. After Germany, the delegation visited Hungary, a country well-known of success in developing the cooperative banking system based on support and assistance from Germany. In Hungary, the delegation had visited National Federation of Savings Co-operatives (OTSz), National Bank of Hungary (MNB), State Authority on the Supervision of the Financial Institutions (PSZÁF) and some typical Hungarian Saving Cooperatives like Völgység-Hegyhát and Veresegyház …
The study tour program, which was designed in a professional and efficient way, had provided SBV, VAPCF and CCF directors with an opportunity to get access to a huge amount of knowledge and experience from Germany and Hungary. These will be precious lesions for the Vietnamese experts in planning, implementing and supervising operations of PCFs, especially in setting up and managing an audit organization and a safety fund for the PCF system in the future.
